1.3 carbureted engine cant adjust idle

I have my 1987 Suzuki Samurai back together and running after sitting for 20 years And engine partly apart head rebuilt and off. When trying to adjust idle after engine is warmed up. The idle is either fast or so slow the engine quits. It won’t adjust in between fast and very slow. I need to get this to pass CA SMOG. Does anyone have ideas as to what might be wrong. All vacuum hoses are connected and in good shape.

Is your A/F idle mix right? There is a plug on the firewall that you plug today volt meter into. There is an idle A/F mix screw hidden behind a pin on the carb base plate. You adjust the idle screw to get a stable idle and then adjust the A/F screw to get a half volt from the plug.
